During the summer and fall of 2001, the City Council met with
facilitator Larry Bakken to work toward resolution on some of the outstanding issues from the
March 2001 draft of the Comprehensive Plan. From these discussions, staff received direction
from the City Council to bring forward text and future land use map amendments for
consideration. On January 24, 2002, the City Council and Planning Commission held a joint
public hearing to consider the amendments. On February 26, 2002, the Ramsey City Council
considered the amendments to the 2001 Comprehensive Plan. During the meeting of February
26, the City Council instructed staff to bring back positive and negative findings of fact for the
two Comprehensive Plan amendments submitted by Tom Kurak. During the City Council
meeting of March 12, 2002, the City Council took action on the Kurak property in Section 28;
however, the vote was tied 2-2. The City received a formal request from Tom Kurak to extend
the consideration period for the property east of Sunfish Lake in order to provide an opportunity
for the property owner to meet with the neighborhood to resolve any issues with the proposed
development. Extensions were also granted on April 17, 2002 and May 17, 2002. Meetings
were held with the adjacent neighborhood on March 28, 2002, and on May 30, 2002. Both
meetings included productive discussions and a third meeting was tentatively scheduled for late
June or early July. During the City Council meeting of June 11, Councilmember Terry
Hendriksen requested that the Comprehensive Plan amendment be brought back for Council
consideration during the Council meeting of June 25.

Mayor Gamec stated the concern was if progress was made and what was happening. He stated
he heard there was some discontentment among the committee members.

Councihnember Hendriksen asked City Administrator Norman if this was a 2-2 vote.

City Administrator Norman stated the other property was a 2-2 tie. He stated this one was a
request fi'om Mr. Kurak to extend the consideration period and the Council agreed.

Councihnember Hendriksen asked if this was extended because of the findings of fact.

City Administrator Norman stated it was not considered because of the extension. He stated that
normally when they receive an extension request, they always allow the extension to take place.

City Council/June 25, 2002
