Other capital <br />imFrovements &scribed in this plan as being financed un&r General Obligation Bonds m~y be <br />financed with special assessment bon& un&r Minnesota Statutes, Chapter 429 and ur/Ii? revenue <br />bonds under Minnesota Statutes, Chapter 444. <br /> <br />Included in the 2005-2009 CIP are two projects propOsed to be financed via the CIP General <br />Obligation Bond. Those projects are the construction of a new Municipal Center and the purchase of <br />additional land for the existing Public Works CamPus. Section 475.521 - Capital hnprovement <br />Bonds requires that City, Council consider the following eight items for each project: <br /> <br />(1). <br /> <br />Condition of the City's Existing Infrastructure, including the projected <br />need for repair or replacement: <br />Both the City Halt and Police Department have outgrown their current <br />Facilities. With the population expected to double within the coming years, <br />staffing levels will continue to increase also. Every, .possible space within the <br />cnn'cut City Hall has been used and there has been talk of modular trailers to <br />house additional staff. While the existing facilities could be added onto, the <br />costs incurred to increase the size of the buildings (Police and City Hall) and <br />the costs to upgrade the HVAC system could possibly exceed the price of <br />new Construction. <br /> <br />The Public Works Campus is also reaching full build out, and the purchase of <br />additional land would allow for possible future expansion. <br /> <br />(2). <br /> <br />Likely demand for the improvement. The City has an immediate need for <br />a Municipal Center. Not only is their currently a shortage of space, all <br />projected estimates show Ramsey's population as doubling within the next <br />twenty years, A joint Municipal Cemer would allow the City Hall and <br />Police Department to be housed in one building to better serve the needs of <br />the public. <br /> <br />3 <br /> <br /> <br />
