CASE # ~ <br />ADOPT RESOLUTION AUTHORIZING APPLICATION FOR 2005 COMMUNITY DEVELOPMENT <br />BLOCK GRANT (CDBG) FUNDS <br /> By: Assistant CommUnitY DeVelopment Director Sylvia Frolik and <br /> Economic Development/TIF Specialist Scan Sullivan <br /> <br />Background: <br /> <br />The County receives CDBG funds from the Department of Housing and Urban Development (HUD). <br />awards the funds to communities with qualifying projects. - <br /> <br />Anoka. County <br /> <br />A maxi~num of 15% of the total CDBG grant to the County may be used for public service agencies and 20% may be <br />used for planning and administration purposes~ Proposed projects must meet one of the national objectives: benefit low <br />to moderate income persons, eliminate slum and blight; meet an urgent need. The funds requested for any one project <br />cannot exceed $300,000.00. Funds may be used for housing, public facility needs, senior and youth programs, <br />infrastructure, planning purposes, economic d6velopment aCtivities, and historical preservation. <br /> <br />For the 2004 funding year, the City' of Ramsey was allocated $150,000 fo/' acquisition of blighted parcels in Gateway <br />North Industrial Park Plat 2. The acquisition of the Bakestar property has been completed and the City will pursue <br />redevelopment of the property. : <br /> <br />Applications for 2005 CDBG funds are due to the County by January 14, 2005. <br /> <br />Continuing with the same theme of redeveloPment [o remove existing blight and in this case, to also complement the <br />town center project, Staff has identified the St: Paul-Terminal property (formerly Danny's Tranny) Acquisition of the St <br />Paul Term inal property would allow the City t° continue redevelopment efforts in Gateway Industrial Park North Plat 2. <br /> <br />The following items are enclosed for your information: <br /> <br /> a) Map of proposed 2005 CDBG acquisition parcel <br /> b) Proposed resolution for CDBG 2005 application authorization <br /> <br />Recommendation: <br /> <br />Staff is requesting City Council authorization :to submit an application to Anoka County for CDBG funds in the amount <br />of $300,000.00 to assist in the acquisition of LOt 1, Block 4} Gateway Industrial Park Plat 2. <br /> <br />Council Action: <br /> <br />Motion by Councilmember ~, and Seconded by Councilmember to adopt Resolution <br />#05-01-__directing City Staff' to make application:to Anoka County for CDBG funds in the amount of $300,000.00 to <br />assist'in the acquisition of the St Paul Terminals proPerty and Lot 1, Block 4, Gateway North Industrial Park.
