Case #5: Consider AuthOrizatiOn to Begin Acquisition of Temporary Offices and <br /> Residing/Insulating Building at Public Works Campus <br /> <br />Public Works Director Kapler reviewed that in 2004 the consensus of the Public Works <br />Committee was that a temporary office structure would be required to bridge the gap fi'om <br />present to a time when a new building ~:ould be built to meet the needs of the department. <br />Available storage in the Public Works buildings is close to being filled to capacity. Cun'ently, <br />the main building and approximately 60 Percent of the Public Works "North" building are the <br />only heated areas under roof, with the balance of the building serving as a salt storage area. The <br />new water tower storage area is used extensively for seasonal storage but is not heated. <br /> <br />Public Works Director Kapler indicated the 2005-2009 Capital hnprovement Program (CIP) lists <br />one of its possible projects for 2005 as the, residing and insulating of the existing metal building. <br />Once heated, an additional 13,200 square feet of heated space will be available. In addition, the <br />purchase of a temporary office structure would allow the demolition of the existing office area, <br />which would net two to three additional parking stalls in the main building. Total project costs <br />are estimated at $250,000. A quote for the residing, re-roofing and insulating was received early <br />in 2004 for $179,000. Cost of the temporary office structure is estimated at $40,000 - $45,000 <br />plus miscellaneous costs bringing the total to an estimated amount of $70,000. He advised <br />fimding is recommended to come from~the Facility Construction Fund. In July, Council <br />authorized approximately $816,000 to be used toward the design development of the new <br />Municipal Center, which had been deposited in the Facility Construction Fund from 2003 Year- <br />End Excess Revenues and depreciable monies attributed to capital items under $5,000. To avoid <br />having to issue two separate bonds, staff is!recommending that the required $250,000 come fi'om <br />the Facility Construction Fund, thus reducing the amount attributed to the City Hall project to <br />$566,000. The City Municipal bonding wilt need to be adjusted by this $250,000. <br /> <br />Councihncmber Zimmerman commented there has been very little funding for the Public Works <br />Campus for years and this should be helpful. <br /> <br />Chairpel'son E1vig asked how long the building will be utilized. <br /> <br />P~:blic Works Director Kapler replied it will be used for a minimum of five years. <br /> <br />Chairperson Elvig inquired about the existing metal building. <br /> <br />Public Works Director Kapler replied the heating system is, but it has not been utilized because <br />there is no insulation. <br /> <br />Motion by Chairperson Elvig, seconded by Councilmember Zimmerman, to recommend City <br />Council to accept staff's recommendation for authorization to begin the process of acquisition <br />and construction at the Public Works Campus with the funding from the Facility Construction <br />Fund in an amount not to exceed $250,000. <br /> <br />Finance Committee/December 14, 2004 <br /> Page 5 of 6 <br /> <br /> <br />
