suspects it will not go to a public meeting when that is what the Council is voting on. <br />Councihnember Hendriksen stated he just believes that will not happen; that is his opinion and <br />he is entitled to his opinion. He noted that the decorum ordinance prohibits Councilmembers <br />from attacking each other. Councilmember Kurak stated Councilmember Hendriksen's comment <br />is out of order. Councilmember Zimmerman stated he sees nothing in this letter that will <br />incriminate the City in any way and sees no sense for a person at Citizen Input to be turned away <br />from speaking their piece. Councilmember Kurak stated she agrees, however, believes it <br />requires more than Citizen Input and holds to her second of the motion. Councilmember <br />Anderson stated as Chairperson of the Personnel Commission, she would like the opportunity to <br />review the video so she has a more balanced picture of the situation. She stated she was not at <br />the Charter Commission meeting, didn't watch the video, and would like additional time for <br />review before it is discussed. <br /> <br />Motion carried. Voting Yes: Mayor Gamec, Councilmembers Kurak and Anderson. Voting No: <br />Councilmembers Hendriksen and Zimmerman. <br /> <br />Mayor Gamec stated this item will be referred to the Personnel Committee and Mr. Raygor will <br />be notified by the Assistant City Administrator of the date and time. <br /> <br />Assistant City Administrator Nelson stated the next Personnel Committee meeting is tentatively <br />scheduled for August 13, 2002. <br /> <br />Counci hnember Hendriksen stated this is a blatant example of censorship. <br /> <br />Councilmember Kurak stated she was in attendance at the Charter Commission meeting. She <br />stated she believes this is not an appropriate added Council agenda item but should have a full <br />review. <br /> <br />Mayor Gamec explained that the City has tried to adopt rules and policies for conduct. He noted <br />an election is coming up so all kinds of comments are being made. He stated that during election <br />time the Council wants to maintain its business in an orderly fashion and not necessarily be <br />politicians or bring up issues that are up for election. Mayor Gamec stated that for the next few <br />months he will also watch so the conversation does not get off on campaign talks. He stated he <br />will make the decision of whether to interrupt, if appropriate. <br /> <br />Councilmember Zimmerman stated he voted no because anyone who comes to Citizen Input <br />should be allowed to speak and believes it was a bad mistake to not allow that person to speak. <br /> <br />Mayor Gamec asked residents to save their comments on this issue to when it is discussed at the <br />Personnel Committee meeting. <br /> <br />City Council/July 23, 2002 <br /> Page 4 of 30 <br /> <br /> <br />
