COUNCIL BUSINESS <br /> <br />Case #3: <br /> <br />Authorize Temporary Lease Agreement with Property Owner for Park and <br />Ride Facility <br /> <br />Mayor Gamec explained that Ramsey has desired to be a Commuter Coach site and MnDOT is <br />now needing another location so a location in Ramsey is being discussed. <br /> <br />City Administrator Norman explained that the Minnesota Department of Transportation <br />(MnDOT) operates the Northstar Commuter Coach demonstration project along Trunk Highway <br />#10 between Elk River and downtown Minneapolis. The demonstration project currently has <br />two Park and Ride facilities in both Elk River and Coon Rapids Riverdale. Originally a site in <br />Ramsey was considered but an agreement could not be reached so the City asked to be removed <br />from the 2002 construction season. Then it was found the funding would not be available until <br />2003. However, several months ago, the City was notified that MnDOT had found funds for a <br />third station and indicated this could be a third station in the Town Center based on the design <br />stages it is currently in. If that occurs, a ridership loyalty and routine could be established He <br />noted a map on display that identified the site location. City Administrator Norman explained <br />that a site just north of Highway 10 owned by B and A Cylinder was considered, staff started <br />negotiations, and appraisals were conducted. But the timetable is very tight and construction has <br />to occur in October of this year so the window of opportunity for condemnation has passed. At a <br />Town Center Task Force, discussion was held about that issue and it was suggested to negotiate <br />for the BMA property. When it was decided that negotiations could not be completed on the B <br />and A Cylinder site, negotiations started with John Feges of BMA. He stated the action tonight <br />would be to enter into a lease with BMA, authorizing the signing of the lease, construction for <br />the site using grant funds, and authorizing an agreement with MnDOT to receive funds with the <br />City being the pass-through agency. Staff is recommending that Hakanson Anderson do the <br />design work. <br /> <br />City Engineer Olson stated the City would provide the inspection services and potentially the <br />contract administration. <br /> <br />Mayor Gamec explained that this will be a temporary lease arrangement until a final decision is <br />made on the site. He asked about the dollar amount on the lease. <br /> <br />City Administrator Norman stated the lease is blank but staff reached an agreement with John <br />Feges for $750 per month. <br /> <br />Mr. Feges stated that is correct. <br /> <br />Councilmember Hendriksen asked how much that would be annually. <br /> <br />City Engineer Olson stated it would be $9,000 annually. <br /> <br />City Council/August 5, 2002 <br /> Page 3 of 11 <br /> <br /> <br />
