EXECUTIVE SUMMARY <br />This report summarizes the analysis and conclusions regarding the market for transit oriented <br />development (TOD) at the Ramsey Station and other station areas on the Northstar commuter rail <br />line in the Twin Cities area. The study was completed under a contract with the Northstar <br />Corridor Development Authority (NCDA) with funding provided by the Metropolitan Council <br />through a HUD Sustainability Grant. <br />Northstar Commuter Rail <br />The Northstar Line opened in 2009 with service between Big Lake and Target Field in <br />downtown Minneapolis, Minnesota, a distance of 40 miles. Stations are located in Big Lake, Elk <br />River, Ramsey, Anoka, Coon Rapids, Fridley, and Target Field in Minneapolis, as shown in <br />Figure i.
