Councihnember Zimmerman recommended that the Council review the information and discuss <br />it fitrther at a future meeting. He inquired as to whom paid for the pipe from the KANO Radio <br />tower to the Rum River. <br /> <br />City Engineer Olson replied that he would research that information. <br /> <br />Councilmember Hendriksen stated that he did not want to see it become a policy that everyone <br />can participate in. The pipe that went past the back of the school was very expensive and he does <br />not want to see a policy written where a developer would say that the City is required to install <br />millions of dollars worth of pipe because they have done so in the past. He could see some <br />instances where it might be good business for the City to do that, but it needs to be a conscious <br />decision. <br /> <br />City Engineer Olson stated that if the Council is comfortable with how staff has been handling <br />the process and they can address issues on a case by case basis, then that is fine with staff. <br /> <br />Councihnember Hendriksen stated that they should assume that if the development needs the <br />pipe then the developer should pay for it. <br /> <br />Councihnember Zimmerman stated that what concerns him is that the upstream costs would be <br />born by the City. <br /> <br />City Engineer Olson noted that upstream, off-site expenditures are not conditions of the <br />development and the City has complete control over how far upstream they want to go. <br /> <br />COUNCIL INPUT <br /> <br />Nolle. <br /> <br />ADJOURNMENT <br /> <br />Motion by Councilmember Hendriksen, seconded by Councilmember Anderson, to adjourn the <br />meeting. <br /> <br />Motion carried. <br /> <br />The work session of the City Council adjourned at 7:00 p.m. <br /> <br />City Council/September 17, 2002 <br /> Page 5 of 6 <br /> <br /> <br />
