Councihnember Zimmerman recommended that the Council review the information and discuss
it fitrther at a future meeting. He inquired as to whom paid for the pipe from the KANO Radio
tower to the Rum River.

City Engineer Olson replied that he would research that information.

Councilmember Hendriksen stated that he did not want to see it become a policy that everyone
can participate in. The pipe that went past the back of the school was very expensive and he does
not want to see a policy written where a developer would say that the City is required to install
millions of dollars worth of pipe because they have done so in the past. He could see some
instances where it might be good business for the City to do that, but it needs to be a conscious
decision.

City Engineer Olson stated that if the Council is comfortable with how staff has been handling
the process and they can address issues on a case by case basis, then that is fine with staff.

Councihnember Hendriksen stated that they should assume that if the development needs the
pipe then the developer should pay for it.

Councihnember Zimmerman stated that what concerns him is that the upstream costs would be
born by the City.

City Engineer Olson noted that upstream, off-site expenditures are not conditions of the
development and the City has complete control over how far upstream they want to go.

COUNCIL INPUT

Nolle.

ADJOURNMENT

Motion by Councilmember Hendriksen, seconded by Councilmember Anderson, to adjourn the
meeting.

Motion carried.

The work session of the City Council adjourned at 7:00 p.m.

City Council/September 17, 2002
