Principal City Engineer Olson replied no.' He explained that those fees come from the general <br />tax levy collected over the past couple years. <br /> <br />Ms. Matilla inquired if they are prohibited from including the entire assessment onto their <br />property taxes. <br /> <br />Mayor Gamec replied that currently the City is unable to do so because of levy limits. <br /> <br />Ms. Matilla inquired if her $700 bill could be added onto her local property tax statement so that <br />it would be tax deductible. <br /> <br />Principal City Engineer Olson explained that the assessment policy states that after the date of <br />the assessment hearing the property owner has 30 days to pay the amount in full or it will be <br />added as a separate line item on the property tax statement. <br /> <br />Ms. Matilla inquired if the City was prohibited from adding the cost as a property tax rather than <br />a special assessment so that it is tax deductible. <br /> <br />Principal City Engineer Olson replied no. <br /> <br />Ms. Matilla inquired if sewer and water were extended through her development would the <br />assessment be done on a per unit basis. <br /> <br />Mayor Gamec replied that they would probably be assessed by frontage. <br /> <br />Richard Krueger, 7640-150th Lane NW, Ramsey, inquired when sewer is extended down 149th <br />Lane will the road be redone with City funds or will the developer pay the cost. <br /> <br />Mayor Gamec replied that they could not answer that question until that happens. <br /> <br />Mr. Krueger inquired if sewer and water is extended in front of their property they won't be <br />required to hook up. <br /> <br />Mayor Gamec replied that that was correct. <br /> <br />Andre Champagne, 17421 Unicom Street NW, Ramsey, Project #02-09, inquired as to why the <br />City does not use its vast amount of reserves to pay for street maintenance. <br /> <br />Mayor Gamec replied that if things keep going the way they are, the City is facing huge tax <br />increases even with the reserve funds. He explained that the City needs to have reserve funds to <br />be prepared for any large emergency event that might occur in the City. <br /> <br />Mr. Champagne stated that he thought the City already had three or four years of the budget <br />reserved. <br /> <br />City Council/September 24, 2002 <br /> Page 9 of 33 <br /> <br /> <br />
