CASE <br /> <br />RECOMMEND PARK DEDICATION FOR BOOKFIELD ADDITION <br /> By: Mark Riverblood, Parks/Utilities Supervisor <br /> <br />Background: <br /> <br />The purpose of this case is to recommend Park Dedication for the proposed 179-acre site <br />west of Nowthen Boulevard and south of Trott Brook. This urban development proposes <br />235 single-family lots. Additional information' and maps are contained within the <br />attached Planning Commission case addressing the request for sketch plan approval~ On <br />January 6th, 2005, the Planning Commission tabled this proposed plat pending a <br />Comprehensive Plan amendment which is mentioned below. <br /> <br />Observations: <br /> <br />This plat is somewhat unique as the urban densities are predicated on a Comprehensive <br />Plan amendment (Which is in process). The other aspect is that staff has .been working <br />with the property owner t° secure a conservation and trail easement parallel to Trott <br />Brook prior to this sketch plan submittal. This is as part of the Trott Brook Greenway <br />project that was funded by the state legislature. The owner has agreed to the conveyance <br />of an easement that covers the easterly three fifths of that property adjacent to the brook. <br />And further, there will be an Environmental Assessment Worksheet analysis performed <br />as well. <br /> <br />The following topic headings (in italics) are intended to organize the various issues that <br />relate to the above as well as Park and Trail Dedication. <br /> <br />Conservation and Trai! Easement <br /> <br />As previously mentioned, the owner or this proPerty has agreed to move forward with <br />a conservation and trail easement. This draft easement is available for review - <br />however it is 13 pages. Excerpts are included below as items that are germane to <br />Park Dedication or the plat. <br /> <br />CONSERVATION AND PUBLIC VALUES. The Protected Property has the <br />following natural, scenic and open space qualities of significant importance: <br /> <br /> · Contiguous' system of wetlands and terrestrial habitat known as an alder <br /> swamp. <br /> · Free flowing stream with associated biotic life. <br /> · Diverse herbaceous and woody plants including aspens, oak, tamarack and <br /> other trees known as a mixed aspen forest. <br /> · Identified as a critical east west trail route within the city that will connect <br /> to other communities and resources. <br /> <br /> <br />
