SKETCH PLAN REVIEW FOR ST. ANTHONY GUN CLUB <br /> By: Leonard Linton, Civil Engineer <br /> <br />CASE # <br /> <br />'l <br /> <br />Background: <br /> <br />Oakwood Land Development has submitted sketch plans for St. Anthony Gun Club Property <br />and Brookfield Addition. St. Anthony Gun Club is located east of Variolite Street at 161st <br />Avenue North. They have also submitted a sketch plan for Brookfied Addition Which is <br />covered in a separate case. This project is for up-scale single family, urban service 10ts. This <br />development is in the Trott Brook Recreation District. - <br /> <br />Observation: <br /> <br />These projects are not adjacent; however .both require the same steps to get to the preliminary <br />plat approval stage. Both plats will require Comprehensive Plan amendments because they are <br />outside the current urban service area boundarieg. The sketch plans as submitted do not show <br />any park dedication. The Planning Commission cases indicate the anticipated number of units <br />for each development. They are not quoted here since it is logical that 'part of the Park <br />dedication should consist of useable land in each case. <br /> <br />The St. Anthony Gun Club Property is 102 acres with a density of 2.2 acres. Land only <br />dedication would require 10.2 acres. St Anthony Gun Club is immediately east of Central <br />Park. The sketch plan review letter sent to the developer pointed out that a trail is needed and <br />that trail outside the plat is trail credit eligible. <br /> <br />The Planning Commission was not a public hearing since 'it was sketch plan review which is <br />not mandated by state law, however comments were accepted from the public. Concerns <br />included the Comprehensive Plan amendment, connection to Traprock Commons, increased <br />traffic and density transitioning. The city is tentatively planned a meeting' for February 24, <br />2005 to initiate the Comp Plan amendment process. This case was tabled until the March 2005 <br />meeting. <br /> <br />Precedent has been to make the formal park dedication after the preliminary 'plat has been <br />submitted. This is definitely prudent at.this stage since the plans are changing. <br /> <br />Staff Recommendation: <br /> <br />No formal action required at this stage, however commissioners are asked to evaluate the <br />existing park amenities in this district and the adjacent districts and recommend new or <br />innovative park features that can be passed on to the developer. <br /> <br />Commission Action: <br /> <br /> <br />
