Greg Voss, representing Shingobee Builders and Ramdance, LLC stated the tenant is a coffee <br />shop, which is in direct response to the results of the citizen survey. He indicated he is a little <br />uncomfortable calling it a restaurant building, as he cannot ensure all of the tenants will be <br />restaurants, but the desire for the drive-thru is specifically to provide a coffee shop. He stated his <br />company does a lot of work with Dunn Bros., and some with Caribou Coffee. <br /> <br />Public Input <br /> <br />Chairperson Nixt opened the public hearing at 7:15 p.m. <br /> <br />Motion by Chairperson Nixt, seconded by Commissioner Jeffrey to close the public hearing at <br />7:15 p.m. <br /> <br />Motion carried. Voting Yes: Chairperson Nixt, Commissioners Jeffrey, Brauer, Shepherd, and <br />Van Scoy. Voting No: None. Absent: Commissioners Johnson and Watson. <br /> <br />Commission Input <br /> <br />Chairperson Nixt expressed concern that the parking configuration is encouraging the traffic flow <br />to the same area where the drive-thru for this and the pharmacy will come out. He asked about <br />the design. <br /> <br />Mr. Voss indicated he believes the intent was to do the opposite of that concern. He stated the <br />main drive though lane comes through as a continuous corridor with a left or right option, <br />picking up the drive-thru lane on the other side. <br /> <br />Jeff Schrock, Engineer for Ramdance indicated that ideally only people going to the pharmacy or <br />the coffee shop will go through that intersection. <br /> <br />Mr. Voss stated that within a few years at most he believes most of the parking field in this area <br />will be eliminated with the building expansion, which would shift the pharmacy drive-thru closer <br />to the coffee shop drive-thru, which they felt was an ideal solution. <br /> <br />Chairperson Nixt indicated he would like to see the five parking stalls by the drive-thru lane <br />eliminated. <br /> <br />Mr. Voss indicated that while they are over in the number of parking stalls they have from the <br />City perspective, they are under from the retail tenant's desires. He stated they could look at how <br />they could work with that area to eliminate the parking stalls. <br /> <br />Assistant Community Development Director Trudgeon noted that this was a concern for Staff as <br />well. <br /> <br />Commissioner Jeffrey indicated that he is concerned they have underestimated the number of <br />cars that will be lined up for the coffee shop. <br /> <br />Planning Commission/December 2, 2004 <br /> Page 3 of 19 <br /> <br /> <br />
