transf'crred fi'om the General Fund at year end. To allow for this yearly allocation, the cra'rent <br />policy needs to be amended. The amended policy for the allocation of excess/deficient General <br />Fund Revenues would be allocated to the following City funds: <br /> Park Trust Fund - 10% of excess/deficit <br /> gq uipment Replacement Fund - 10% of excess/deficit <br /> Public Facilities Construction Fund- 40% of excess/deficit <br /> Public Improvement Revolving Fund - 40% of excess/deficit <br /> <br />Motion by Mayor Gamec, seconded by Councilmember Zimmerman, to recommend that the City <br />Council adopt a resolution Establishing a Financial Policy for the Purpose of Allocation of <br />Excess/Deficient General Fund Revenues. <br /> <br />Motion carried. Voting Yes: Acting Chairperson Strommen, Mayor Gamec and Councihnember <br />Zimmcrman. Voting No: None. Absent: ChairpersonElvig. <br /> <br />Case #2: <br /> <br />Introduction of 2005 Schedule of Rates, Fees and Charges and Call for a <br />Public Hearing <br /> <br />Finance Office Lund stated the schedule of Rates, Fees and Charges is normally adopted by <br />rcsoltltion, but due to previous discussions revolving around the water and sewer trunk rates, and <br />the notification of affected users, it is felt that it is in the best interest to adopt the entire 2005 <br />schedule by ordinance. Ordinance adoption provides the opportunity for comments at a public <br />bearing and gives 30 days before the rates go into effect. <br /> <br />Acting Chairperson Strommen questioned if the increased sewer and water fees are a result of the <br />sewer planning study. <br /> <br />Finance Officer Lurid responded in the affirmative. <br /> <br />Acting Chairpcrson Strommen inquired about the new fees. <br /> <br />Finance Officer Lund replied there are new building permit fees being proposed for things such <br />as window replacements. As they are getting more building inspectors on staff they are able to <br />go out and do different types of inspections. <br /> <br />Acting Chairperson Strommen indicated she would like to discuss this topic at a worksession, as <br />there is information coming out to the EDA regarding the way building permit fees are <br />calculated, and it appears that Ramsey's fees are high when compared to other cities. When all <br />the calculations are included it comes out in the wash, but the column for building inspections is <br />where there is a discrepancy. She suggested the public hearing could still be scheduled with the <br />Council to discuss the issue at an upcoming worksession. <br /> <br />Motion by Councihnember Zimmerman, seconded by Mayor Gamec, to recommend that the City <br />Council introduce an ordinance for 2005 Schedule of Rates, Fees and Charges and calling for a <br />public hearing on November 23, 2004. <br /> <br />Finance Committee/October 26, 2004 <br /> Page 2 of 5 <br /> <br /> <br />
