Case #4: Approve Alpine Park's Discovery Garden <br /> <br />Parks/Utilities Supervisor Riverblood indicated staff is requesting authorization of $117,008 for <br />the construction of Alpine Park's Discovery Garden. This playground project for Alpine Park, <br />which is a community park and will provide for neighborhood needs in the growing area, has <br />been on the City's Capital Improvement Program for approximately six years and has continued <br />to move up each year in the program. In June of the past year the Council met with the Park and <br />Recreation Board and reviewed the project in detail. What is new since then is the funding <br />sources that can be used. The funding is proposed to come from the following sources: <br /> Ramsey Rotary; Perennial flowers, Rotary Centennial bench, and the coins for the ~¼ mile <br /> recycling trail game <br /> SCORE monies: Recycled aggregate base and recycled bituminous (Approval by Anoka <br /> County officials is pending) <br /> City provided soil and labor <br /> City provided Aspen Trees <br /> <br />Parks/Utilities Supervisor Riverblood explained savings are estimated at $21,525. The total cost <br />for thc Discovery Garden is estimated at $117,008. Staff recommends that a not-to-exceed <br />amount of $117,008 be allocated from the Park Trust Fund for this project, and that contributions <br />and savings would be used to reduce the total allocation required. Work is expected to start this <br />fall with completion in spring of 2005. <br /> <br />Mayor Gamec inquired if work being completed by staff would interfere with other work, <br />rcsulting in things being neglected. <br /> <br />Parks/Utilities Supervisor Riverblood replied if the Council recommends approval tonight staff <br />would be able to begin work before other fall activities are able to begin. Also there are two new <br />Public Works employees and this work could be used as a training opportunity. <br /> <br />Acting Chairperson Strommen inquired if the cost of the coins would be included in the ongoing <br />maintenance costs. <br /> <br />Parks/Utilities S upevisor Riverblood responded in the aff~rmative. He explained the coins might <br />have different elements imprinted on them each year that are germane for that year. He stated <br />this is a great project with many different layers. <br /> <br />Motion by Mayor Gamec, seconded by Councilmember Zimmerman, to recommend the City <br />Council authorize $117,008 of Park Trust Funds for the construction of Alpine Park's Discovery <br />Garden. <br /> <br />Motion carried. Voting Yes: Acting Chairperson Strommen, Mayor Gamec and Councilmember <br />Zimmcrman. Voting No: None.
