The Board discussed the price, quality and size of the signs.

Member LeTourneau commented based on the discussion he recommends the EDA proceed with
the signage, rather than amenities in the business parks.

Member Strommen commented the Board did not have the benefit of input from Member Elvig
and Consultant Mulrooney at the last meeting. She feels the Board now has answers they were
looking for at the last meeting.

Economic Development/TIF Specialist Sullivan indicated the Board has already gone through
the process of identifying three sign types. He inquired if the sign types should be brought back
before the EDA or if one sign type can be chosen.

Member Kiefer inquired if there would be benefit in going to some of the tenants with the three
sign types the EDA has chosen. Member Elvig replied this was done in Anoka and it was a
mistake due to the differing opinions. He suggested the City look at these signs in terms of the
continuity.

Chairperson Riley suggested smaller signs could be utilized that would tie in with a larger sign
for the City.

The consensus of the EDA was to direct staffto proceed in the direction of signage for the
business parks, rather than amenities, and to set aside an area for a sign at Zero Zone.

Case #3: Spring Business Network Meeting

Associate Planner Wald indicated the Spring Business Network Meeting will be scheduled for
some time in March, will be held in the morning, and will include a catered breakfast. Staff
would like to begin contacting desired speakers to verify availability and cost. Staff hopes to
secure a speaker and set a specific date for the meeting by mid January. In the Board's packet is
a list of keynote speakers that the City could hire. She requested direction as to how much
should be budgeted for this and the theme the EDA would like to be portrayed.

Chairperson Riley commented a governmental type of speaker would be a good theme. Member
Steffen noted politicians do not charge for their appearances.

Member Elvig suggested demographics be discussed, which could be addressed by Chairman
Bell or Natalie Steffen of the Metropolitan Council.

Associate Planner Wald commented Chairman Bell of the Metropolitan Council is a very good
speaker. She indicated they may be able to have two speakers if there is not a charge for the
speakers.

Economic Development Authority/December 8, 2004
Page 6 of 10
