PROPOSAL OF RIGHT OF WAY PERMIT FEES AND ASSOCIATED COSTS <br /> By: Dean Kapler, Director of Public Works <br /> <br />Background: <br /> <br />In December 2001, council directed PW staff to research and make a recommendation as <br />to Right of Way (ROW) permit fees. Staff has researched the information for cities with <br />populations between 10,000-20,000. (attached) In brief, current fees run from nothing <br />(Ramsey and Lino Lakes) to as much as $200 for permit, with others charging per linear <br />foot, per pit, per crossing. One city (Stillwater) requires a $5000 bond when tearing up <br />streets. <br /> <br />Streets Supervisor Grant Riemer has estimated the administrative cost of processing <br />ROW permits is equal to a minimum of 1 hour of his time or $75. If damage to the ROW <br />including the street should happen costs to repair would run about a minimum of $70/hr <br />not including materials. (Material costs at time of this case writing are: Hot Mix $28/ton <br />including tack oil, Sod $2.50/yard, Watering, based on the water truck rate of $120/hr.) <br /> <br />Recommendation: <br /> <br />Staff is recommending the following fees and charges to cover administrative fees, <br />inspection costs and contingencies to cover damage caused by contractors. <br /> <br />Permit fee for boring: <br /> <br />$75 plus <br />$15/driveway, $20/road crossing <br /> <br />Permit fee for open trench: <br /> <br />$75 plus <br />$15/driveway, $20/road crossing plus <br />$2000 bond with additional $250/driveway, $1000/road <br />crossing <br /> <br />Permit fee for overhead: <br /> <br />$75 plus <br />$.05/linear foot <br /> <br />If possible all work in existing ROW would require boring, with new construction <br />trenching would be allowed. <br /> <br />Committee Action: <br /> <br />Based on discussion approve/disapprove staff's recommendation for ROW permit fees, <br />including amending 2002 rates and charges. <br /> <br /> <br />
