FC CASE # <br /> CONSIDER CONTRACTING FOR <br /> COMPUTER DESKTOP AND NETWORK SUPPORT SERVICES <br /> By: James E. Norman, City Administrator <br />Background: <br /> <br />The City entered into an agreement in October 1999, with NetMark of Brooklyn Park to perform <br />computer desktop and network support services. The City had reviewed a proposal by InfoTech <br />of Arden Hills to perform similar services for $80 per hour. NetMark agreed to provide these <br />same services for $75 per hour. Under the terms of the agreement, NetMark provides the City <br />with scheduled site visits to perform any requested maintenance activities as directed by City <br />staff. <br /> <br />The City has continued the agreement with NetMark since 1999. The services have remained the <br />same throughout the contract, except for a change in the principal site visit person in the year <br />2000. City staff has discussed a general decline in services from NetMark since 2000. <br />Additionally, City staff believes that given Ramsey's organizational growth, a higher level of <br />support service will be required in the future. <br /> <br />Barry Johnson, of Dynamic Information Systems, the consultant hired by the City in June, <br />studied the information operational systems of the City. Mr. Johnson made a recent <br />recommendation that the City further investigate the hiring of a full-time information technology <br />professional with a primary focus on the areas of desktop and network support and with good <br />user support skills. Mr. Johnson recognized that it may not be an opporttme time to hire a full- <br />time individual, and further recommended to retain LOGIS to provide desktop and network <br />support services. It was noted that LOGIS did not offer the services in 1999, however, they do <br />now provide this level of support to several of the member cities at this time. Staff was directed <br />to receive a proposal from LOGIS for these services. <br /> <br />Service Proposal <br />Mr. Johnson and the City Administrator met with LOGIS staff on January 29, 2002. The staff <br />received a formal proposal on February 7, with an hourly charge of $85 per hour, for similar <br />services (letter attached to case). It should be noted that the current rate for NetMark services <br />has increased since 1999 and the City now pays $120 per hour for the same services. <br /> <br />Staff would recommend that the City contract with LOGIS for desktop and network support <br />services. <br /> <br />COUNCIL ACTION <br /> <br />Motion to authorize staff to contract with Local Government Information Systems Association <br />(LOGIS) for computer desktop and network support services at a rate outlined in the proposal <br />dated February 7, 2002 <br /> <br />Reviewed by: <br /> <br />City Administrator <br />Finance Officer <br /> <br />FC: 02/12/02 <br /> <br /> <br />
