CASE# I

APPROVE WATER SUPPLY FOR RIVER'S BEND IRRIGATION
By: Mark Boos, Parks/Utilities Supervisor

Background:

Two irrigation projects were approved and installed as part of the 2001 Parks Capital
Improvements Program. Solstice Park is substantially complete with Staff and the
contractor collaborating on the final elements such as the meter piping, electrical supply
and cabinetry. Forty-five thousand dollars ($45,000) from the Park Trust Fund was
earmarked for Solstice's irrigation and landscape improvements.

Rivers Bend Park's irrigation is complete except for the main line from Pumphouse #1 to
the athletic fields, and the work needed to convert well number #2 for irrigation, (as well
as it's existing USe for the Municipal Water Supply). Fifty thousand dollars ($50,000) in
Lawful Gambling Fund monies were approved by City Council for the River's Bend
Project.

Observations:

In July of 2001, City Council approved the full $50,000 for River's Bend but only
$15,690 for Solstice Park. At that time, staff explained that some of the budgeted Park
Trust Fund monies (earmarked for Solstice), would be needed at Rivers Bend to complete
that large irrigation project, and Solstice's project could probably be completed for the
amount approved above. Of the $95,000 budgeted in 2001 for these two projects,
$45,160 was expended on the actual irrigation system's installation. An additional
$2,000 will be required for Solstice Park, leaving $47,840 from the original budgeted
amount (from the two funding sources) as part of the approved 2001 Capital
Improvement Program.

Now that the design and quotations have been received, Staff is requesting authorization
to complete the River's Bend water supply portion of this project. Below is an
itemization for this work:

· Piping, electrically acutated valves, backflow preventer, flow meter,
electrical and mechanical labor, and SCADA system configuration.
· Variable Frequency Drive, filter, and transducer
· 4 to 6 inch PVC water main and electrical wiring
from Pumphouse to irrigation system
Total

$24,000
$4,800

$4,000
$32,800

Both parks irrigation systems will be complete by authorizing a not-to-exceed amount of
$32,400. Attached for your information are two, not4o-exceed quotations for the work
listed above.
