FC CASE <br /> <br /> CONSIDER COMPUTER WEB SITE DESIGN AND SUBSCRIBER SERVICES <br /> By: James E. Norman, City Administrator <br />Background: <br /> <br />City staff has been in the process of reviewing steps to bring the City's computer web site back <br />on line since the site fell into disrepair sometime during the year 2000. A case for web site <br />design was brought before the Council on April 10, 2001, when prices were compared between <br />two fi'eelance proposals (attached). Council could not reach an agreement and staff <br />recommended utilizing the services of a technology consultant whose services had been utilized <br />by Connexus Energy in the past (attached). The Council agreed to engage the services of Barry <br />Johnson of Dynamic Information Systems LLC on June 26, 2001. A series of recommendations <br />were presented by Mr. Johnson in October 2001 (attached). One recommendation by Mr. <br />Johnson was recently approved by the City when the City changed its desktop and network <br />support services with NetMark to LOGIS. <br /> <br />The City Council met at a work session on March 5, 2002, to discuss the web site and subscriber <br />services portion of Mr. Johnson's recommendations. Mr. Johnson provided further information <br />relating to his recommendation in October to contract with GovDocs for web site and subscriber <br />services. The web site design package included a below-cost fee of $500 for set-up and a <br />monthly hosting fee of $75. The subscriber portion of the GovDocs services included a $9,130 <br />set-up :Cee with a monthly charge of $880. Jolmson's analysis on March 5 compared subscriber <br />services portion of the GovDocs proposal with other providers of similar subscriber services <br />component (attached). While it is noted that there were no suitable "apples-to-apples" service <br />providers of the subscriber service component, Johnson did provide three alternative solution <br />approaches to comparing other service providers. The cost and value analysis presented to the <br />Council on March 5 concluded that GovDocs was the lowest cost provider of subscriber <br />document services. <br /> <br />While the Council session of March 5 included a lively discussion, a consensus was not <br />determined. The Mayor directed staff to present the recommendation during the Finance <br />Connnittee for Council consideration. <br /> <br />Consultant Recommendation: <br /> <br />Barry Johnson of Dynamic Information Systems has recommended to the City Council that the <br />City of Ramsey contract with GovDocs for web site design and document subscriber services. <br />The web site design portion of the services would be a $500 one-time, set-up fee and a $75 <br />monthly hosting fee.
