What types of cities are there? <br /> <br />There are four types of cities in Minnesota: Standard Plan statutory <br />cities, Plan A statutory cities, Plan B statutory cities, and home rule <br />charter cities. <br /> <br />2. What is a Standard Plan statutory city? <br />Tl~e Standard Plan statutory city has a city council that consists of an <br />elected mayor, an elected clerk, and three or five elected <br />councihnembers. The treasurer is also elected but is not a member of the <br />city council. Of the 853 cities.in Minnesota, 117 are Standard Plan <br />statutory cities. <br /> <br />3. What is a Plan A statutory city? <br /> <br />The Plan A city council consists of an elected mayor and four or six <br />elected councihnembers. The clerk and treasurer are appointed ofrices <br />and neither', is a melnber of the city council. There are 613 Plan A <br />statutory cities in Minnesota. <br /> <br />4. What is a Plan B statutory city? <br />The Plan B city council consists of an elected mayor' and four or six <br />elected councilmembers. The city council retains its legislative power, <br />but appoints a manager who is responsible for overseeing city staff and <br />making hiring decisions. The Plan B form of government is often <br />referred to as the "council-manager" plan. There are 16 Plan B statutory <br />cities in Minnesota. <br /> <br />5. What is a home rule charter city? <br /> <br />Home rule charter cities are able to design their own form of government <br />by adopting a chai~er. The form may be similar to the statutory forms of <br />government, or it may be a unique variation. There are 107 home rule <br />charter cities in Minnesota.
