option of removing an item from the agenda should the Commission determine it is not
necessary to discuss.

Commissioner Henke suggested this issuewarranted more discussion.

Motion by Commissioner Deemer and seconded by Commissioner Swanson to approve the
agenda as presented.

Motion carried. All in favor.

APPROVE' MINUTES

Commissioner Deemer stated that in the July 18, 2002 Charter Commission meeting minutes,
when he is referring to roles and regulations, he is referring to the Charter but the minutes do not
reflect that. He suggested a note be addedto the minutes that states this.

Motion by Commissioner Deemer and seconded bY Commissioner Swanson to approve the July
18, 2002 Charter Commission minutes, with the addition of the note stating that the lxtles and
regulations being discUSsed pertain to the Charter.

Motion carried. All in favor.

Case #1: Consider City Manager Form of Government

Chairperson Vogt stated that the Charter is discussing our City's government - going from City
Administrator to a City Manager form of government. The Mayor and City Council have been
invited to talk about the pros and cons of'these types of government. He explained that this topic
came up for discussion in 1999, Where the Commission talked about it only briefly. He
suggested either Mr. Norman or Mr. Goodrich give the newer members some background.

City Attorney Goodrich stated that since the last meeting, he has'determined that this matter
cannot be put on the November ballot. In order for it to Be placed on the ballot, it must be
decided upon at least 12 weeks before the General Election. This is a new provision in State
Statutes, however, the Commission coUldTchoose to schedule a special election. It appears we
will have two questions on this ballot -Chapter 14 and Section 3.2, as he felt that the City
Council may not be able to unanimously:approve deleting 3.2 and the Commission has stated
that if it is not passed by the Council, it should appear on the November ballot.

City Administrator Norman stated that the' Charter Commission has asked him to provide a brief
description of the difference between a City Manager and a City Administrator forln of
government. He noted information in the agenda from the League of Mi~mesota Cities entitled
City Administration: Clerk, Administrator, Manager, dated August 2000.

The Colmnission reviewed some of the information.

Charter Commission/August 15, 2002

-73-
