CC Work Session 2. 3. <br />Meeting Date: 02/12/2018 <br />Information <br />Title: <br />Discussion Regarding Proposed Updates to the Personnel Policy <br />Purpose/Background: <br />The purpose of this discussion is to provide the City Council with information on proposed updates to the Personnel <br />Policy and to seek feedback regarding any revisions the City Council would like to see included in the updated <br />policy. <br />The current Personnel Policy was adopted August 11, 2014; prior to that, it was updated in 2006. Since 2014, a few <br />individual policies were added, on an as -needed basis, and approved by the City Council. Staff anticipates this <br />discussion to be the less extensive than in the past; however, if needed, an additional work -session will be added <br />prior to adopting the updated policy. <br />The focus of the proposed updates are primarily driven in order maintain a legally compliant policy -- reducing risk <br />to the City; to more clearly define respectful employee conduct and processes for reporting unacceptable conduct; <br />and to provide a defensible reference to which applicable employees or others shall be held accountable. <br />The scope of the Personnel Policy generally applies to all City employees, including probationary employees, <br />elected officials, and appointed officials. Certain provisions of the policy may be inapplicable to certain <br />individuals, as listed in the policy. <br />Employees included in a collective bargaining agreement entered into in accordance with the Public Employment <br />Labor Relations Act (PELRA) shall be exempt from any provision of this policy that is inconsistent with such <br />agreement. <br />To date, the policy has been reviewed by the following groups: <br />Management Team; <br />Labor Management Committee; <br />Safety Committee; and <br />Initial review by City Attorney Langel's partner — Christian Shafer <br />Note: The attorney's final review will occur after any additional proposed changes have been drafted. <br />Staff will provide information during the work -session regarding the proposed updates to the current Personnel <br />Policy, which is attached. A final marked -up draft of the policy with all proposed updates will be provided prior to <br />adoption. <br />Timeframe: <br />This meeting: Approximately 15 minutes <br />Additional meetings, if needed: 15 - 30 minutes <br />Funding Source: <br />Not applicable. <br />Responsible Party(ies): <br />Colleen Lasher, Human Resources Manager <br />
