LEAGUE OF MINNESOTA CITIES <br />2018 LEGISLATIVE PRIORITIES <br />The League of Minnesota Cities promotes excellence in local government through <br />effective advocacy, expert analysis, and trusted guidance for all Minnesota cities. <br />MINNESOTA CITY FACTS: <br />853 Cities in Minnesota <br />495 Cities with populations <br />under 1,000 <br />148 Cities with populations <br />over 5,000 <br />City Street Funding <br />The League calls for a dedicated and <br />sustainable state funding source for non - <br />Municipal State Aid (MSA) city streets, <br />legislation that would allow cities to <br />create street improvement districts, and <br />grant funding for cities burdened by cost <br />participation requirements. <br />Local Government <br />Aid (LGA) <br />The League calls for a restoration of <br />the local government aid system to at <br />least the 2003 certified level of <br />$586.8 million. <br />Sales Tax <br />Exemption on <br />Construction <br />Materials <br />The League supports legislation to <br />streamline the process required for <br />cities to secure the sales tax exemption <br />on construction materials. <br />Bonding <br />The League supports a substantial <br />bonding bill that includes appropriations <br />for municipal water and wastewater <br />infrastructure, local roads and bridges, <br />the Local Road Wetland Replacement <br />Fund, flood hazard mitigation, and dam <br />repair and removal projects. <br />Email Retention <br />The League opposes changes to the <br />records management statutes. Current <br />laws and the city general record <br />retention schedule protect the public's <br />right to access government records. <br />Pensions <br />The League supports adjustments of <br />plan benefits to reduce the cost of the <br />pension system before any employer <br />contribution increase is implemented. <br />Urban Forest <br />Management <br />The League supports at least $5 million <br />per year for a state matching grant <br />program to assist cities with emerald <br />ash borer, and to build cities' capacity <br />to respond to other catastrophic urban <br />forest problems. <br />.BAJOSO.
