<br />Councilmember LeTourneau introduced the following resolution and moved for its adoption: <br /> <br />RESOLUTION #18-049 <br /> <br />RESOLUTION AUTHORIZING CIVIL ENGINEERING DESIGN SERVICES TO <br />COMPLETE THE HIGHWAY 10 PLAN. <br /> <br /> WHEREAS, <br />in 2012, the Minnesota Department of Transportation and Anoka County <br />completed the Highway 10 Access Planning Study that provided multiple alternatives to Highway <br />10 Improvements utilizing the civil engineering design services of Bolton and Menk; and <br /> <br />WHEREAS, <br /> the City Council of the City of Ramsey desires to refine these alternatives <br />into a concise vision for traffic improvements along Highway 10 in Ramsey; and <br /> <br />WHEREAS <br /> , the City of Ramsey has previously completed a competitive Request for <br />Proposals process for general civil engineering services, and Bolton and Menk is an approved firm <br />within this civil engineering pool; and <br /> <br />WHEREAS <br /> , Bolton and Menk has also completed a similar planning and design process <br />for the City of Anoka; and <br /> <br />WHEREAS <br /> , more detailed civil engineering design is needed in order to advance to next <br />steps of Highway 10 implementation including, but not limited to Minnesota Department of <br />Transportation Layout Approval, right-of-way acquisition, and stormwater design; and <br /> <br />WHEREAS <br /> , stakeholders along the corridor have expressed frustration with the lack of <br />progress and clarity on the future of Highway 10 that has resulted in a lack of reinvestment in the <br />corridor. <br /> <br />NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF <br />RAMSEY, ANOKA COUNTY, STATE OF MINNESOTA, as follows: <br /> <br />1) That the Ramsey City Council hereby authorizes a work order in the amount of $499,855 <br />to complete Phase 1 of the Highway 10 Plan. <br /> <br />The motion for the adoption of the foregoing resolution was duly seconded by Councilmember <br />Johns, and upon vote being taken thereon, the following voted in favor thereof: <br /> <br /> Mayor Strommen <br /> Councilmember LeTourneau <br /> Councilmember Johns <br /> Councilmember Kuzma <br /> Councilmember Riley <br /> Councilmember Shryock <br /> <br /> <br />
