Ramsey will evolve through citizen -driven, collaborative processes that respect the balance and connectivity <br />between its unique urban, rural, and natural environment for current and future generations. <br />Community Designation: Balancing Rural Character and Urban Growth <br />A primary theme from Ramsey public engagement and outreach efforts was the need to better plan for and <br />communicate our vision for a balanced approach of rural preservation and urban growth. Ramsey supports <br />continued urban growth in areas planned for growth, all while preserving some of the Rural Character that <br />makes Ramsey unique. The M etropolitan Council uses these community designations to: <br />• Guide regional growth and development to areas that have urban infrastructure in place and the <br />capacity to accommodate development and redevelopment. <br />• Establish land use expectations, including overall densities and development patterns, for different <br />community designations. <br />• Outline the respective roles of the Metropolitan Council and Ramsey along with strategies for <br />planning for forecasted growth. <br />City of Ramsey 2040 Comprehensive Plan Update <br />Land Use Plan <br />Page 3 of 25 <br />
