Mr. Riverblood stated another resource that will be available is a Natural Resources Inventory, a
report that summarizes the history, location and type of open spaces and natural areas in the City
of Ramsey. He added this document is similar to the Wetland Inventory in terms of scope and
focus.

Mr. Riverblood stated City Staff collaborated with the Anoka Conservation District to conduct an
inventory of shoreline erosion on the Mississippi River because of requests from riverfront
property owners who were concerned about erosion and its financial implications for their
property. He added larger grant programs might be available to assist those specific property
owners. He noted over 5,000 tons of sediment are emptied into the Mississippi River annually
from the Ramsey shoreline alone, which represents a physical loss of residential property.

Mr. Riverblood stated the Environmental Protection chapter of the Comprehensive Plan was also
provided for the Steering Committee’s review and reference. He added that chapter was completed
in 2015 by the Environmental Policy Board and Planning Commission.

___ Woman 1 asked whether the issue of air quality will be addressed in the Comprehensive Plan.

Mr. Riverblood stated that is not specifically addressed. He added, however, the Planning
Commission and Environmental Policy Board have indicated that they intend to focus on issues
of sustainability.

___Woman 1 stated several local cities have been looking at solar initiatives, including solar
gardens at community facilities, and solar trucks that can be moved around to many facilities. She
stated the City should continue to look at ways to reduce emissions.

Mr. Gladhill stated these types of issues will be captured in the meeting minutes and added to the
Steering Committee’s list of issues for potential review. He added the trails system is part of the
City’s strategy to reduce emissions, and any new City vehicles that are purchased will have energy
efficient standards. He noted solar and electric options are being reviewed for maintenance
equipment in the COR.

Mr. Riverblood stated trees are also a part of the City’s plan to address air quality. He added this
will be included in the Comprehensive Plan as it ties together various sustainability issues, as well
as economic development and the importance of parks and trails systems.

A Committee member asked whether the City has considered transitioning to rechargeable trucks,
which take in carbon and release nitrogen and water vapor.

Mr. Gladhill stated Public Works Superintendent Grant Riemer is more knowledgeable about the
advantages of electric maintenance equipment.

2040 Comprehensive Plan Steering Committee / May 8, 2017
Page 2 of 7
