A Committee member stated gray water, or household water, can be diverted and utilized for
irrigation. He added the Minnesota State Plumbing Code, the State statute related to regulation of
plumbing system standards, identifies gray water as a potential alternate water source.

Mr. Gladhill stated Assistant City Administrator and Economic Development Manager Patrick
Brama was unable to attend tonight’s meeting, and he has a lot of knowledge of available resources
for economic development. He added the Economic Development Authority Work Plan is one of
the resources that is used in the Comprehensive Plan process, and Mr. Bana has included a
checklist of requirements as well as an updated strategic plan draft with economic development
guidelines. He noted Mr. Brama will attend the June workshop, as well as the July Steering
Committee meeting, at which he will provide an update on goals and strategies.

A Committee member stated he spoke with Jim Stellan about how to attract businesses and
economic development, particularly a restaurant in the COR. He added the City Council had
discussed the fact that the COR would experience growth due to the overpass. He noted, at a recent
City Council meeting, it was discussed that the overpass is not attracting people to the COR as
expected.

Mr. Gladhill stated this is an issue that can be addressed at the June 12 workshop, which will be
the last opportunity for formal public outreach. He added City Staff hopes that there will be
opportunities to go out into the community and engage residents who may not be aware of the
work of the City Council and the City’s various committees. He noted the Park and Recreation
Committee has been conducting a summer meeting in one of the parks for almost 20 years, to go
out as a Commission and meet residents, and give park users an opportunity to interact and ask
questions.

Mr. Gladhill stated an opportunity for community outreach is the summer Draw events, which are
held on Thursday evenings. He added there are often 500-1000 residents who attend these events,
and a kiosk or table can be set up for the Steering Committee to talk to residents, respond to
questions and collect ideas. He noted City Staff would like to have a few Steering Committee
members commit to attending one of these dates.

Mr. Gladhill stated a date could be selected and advertised for an early date in summer, and then
a date in September could be considered later.

There was consensus among the Steering Committee to attend the Draw event on July 13,
2017, with a rain date of July 20, 2017.

Mr. Riverblood stated there is also a City tent during Happy Days on September 9, 2017, which
would be an opportunity for Steering Committee members to be available for possibly hour-long
time slots, or whatever time they can give. He added residents like to take advantage of these
events to make their comments known.

2040 Comprehensive Plan Steering Committee / May 8, 2017
Page 5 of 7
