Mr. Bennett stated the language in the Natural Resources section was something like “to take <br />advantage of Ramsey’s natural resources”. <br /> <br />Mr. Gladhill agreed. <br /> <br />Mr. Bengtson stated people were concerned about property rights 10 years ago, as the language is <br />imbedded several times. <br /> <br />Mr. Gladhill agreed, stating property rights issues are still important, but perhaps over-emphasized <br />here. He added it can be clearly stated without repeating it multiple times. <br /> <br />Ms. Roering stated property rights have been raised at Planning Commission meetings as well, <br />and that is an important issue that will continue to come up. <br /> <br />Mr. Gladhill stated City Staff can try to consolidate and simplify the language in this section. He <br />added there are for strategies for finding a meaningful density transition, strategies for the COR, <br />and protecting the property rights of existing residents. <br /> <br />Mr. Bauer stated current residents will have issues with the way properties look on the 2040 Land <br />Use map and what is proposed in terms of future development. <br /> <br />Mr. Gladhill stated any development proposals will require a Comprehensive Plan amendment. <br />He added there was frustration 10 years ago as the land use plan kept changing, and there was a <br />lack of consistency related to neighborhood planning. He noted public output will be required to <br />determine whether there is a compelling reason for any land use change. <br /> <br />Mr. Gladhill stated City Staff is available to receive feedback and answer questions by email or <br />phone call. He added the group has provided many good ideas for moving forward. <br /> <br />Mr. Gladhill reviewed the first draft of the Land Use chapter, which includes community <br />designation categories assigned by the Metropolitan Council. He added the Land Use chapter <br />addresses ways of accomplishing land use goals. He noted the City of Ramsey is designated as an <br />“emerging suburban edge” community, along with other communities located outside the I-694 <br />corridor that are experiencing rapid growth. He noted the types of land use will be broken down, <br />including Parks, Single-family detached, as well as rural and urban future use. <br /> <br />Mr. Gladhill stated specific areas of importance within the community can be referenced, to <br />include the COR master plan, the Old Town Hall, and the Mississippi River corridor, which <br />includes erosion and water quality issues in shoreline and non-shoreline areas.
