2)

That the City of Ramsey endorses the concept that an adequate network of supporting roads is
necessary to attain the TH 10 Corridor vision and that the roadway networks identified in the
TH 10 Corridor Management Plan will be considered as interim guides until such time as
refinements to these improvements are identified.

3)

That the City of Ramsey recognizes the regional significance of the corridor in supporting the
regional economy and intends to reflect the TH 10 Corridor management Plan vision,
strategies, and policies through updates to the City of Ramsey land use and transportation plans
as well as subdivision ordinances.

4)

That the City of Ramsey is committed to working in partnership with MnDOT and the other
partners along the corridor as a member of the TH Corridor Management Team in order to
achieve the vision and implement the recommendations of the TH 10 Corridor Management
Plan.

5)

That the City of Ramsey intends to bring forward the following issues for resolution and
discussion with the TH 10 Corridor Management Team:

The City of Ramsey views the expressway option from Thursion Boulevard in Anoka
through the western boundary of Ramsey as problematic and only prolongs negative
consequences, such as limited mobility and safety concems.
Conversely, the City of Ramsey believes the freeway option is the preferable design since
the expected future traffic volumes and safety concerns will necessitate a freeway design.
Of the three alignment alternatives proposed in the TH 10 Interregional Corridor Study, the
City will continue to utilize the expertise of the Corridor Management Plan Consultant and
MnDOT officials in determining the preferred alignment and seek input from interested
parties including the Ramsey Planning Commission and Ramsey Economic Development
Authority. Said alignment to include interchanges at Sunfish Lake Boulevard, Ramsey
Boulevard, Armstrong Boulevard and Alpine Drive NW to support local access needs of the
community.

The motion for the adoption of the foregoing resolution was duly seconded by Councilmember
Hendriksen, and upon vote being taken thereon, the following voted in favor thereof:

Councilmember Anderson
Councilmember Hendriksen
Councilmember Kurak
Councilmember Zimmerman

and the following voted against the same:

None

and the following abstained:

None

Resolution #02-01-007
