Response to the EAW' Request
The Ponds Residential Development Proiect

Page 4

displaced and will most likely find suitable habitat in similar areas nearby.

According to a representative of Royal Oaks, they have had several meetings with the City of Ramsey
Parks Director and developed a tree preservation plan for the proposed project that outlines the
fo llowin g:

1. White Pine transplantation (approximately 30 to 50 trees) at the site;

2. Tree preservation associated with the proposed boulevard;

3. Clearing trees from the proposed stom'~ water retention ponds;

A schedule for preserving underbrush at the site during construction activities in order to
minimize erosion;

5. Changing the grading plan to preserve more trees (including a site visit to determine the specific
trees for preservation); and

6. Select tree cutting on the large, heavily wooded residential lots.

Overall, the agreed upon Reforestation Plan indicates that Royal Oaks will locate and survey si=o'nificant
large and healthy trees, compare locations to the project grading plan, and use Best Management
Practices to preserve trees, in addition, Royal Oaks has agreed to modify their grading plan (where
possible) to save additional trees at the site.

In addition to the above, Royal Oaks has agreed to an additional 15 to 20 feet of lot setback on lots
along the largest wetland area in the western portion of the Site in order to provide additional buffer
space there.

As part of ProSource's research, an EDR NEPA Check report for the site, was ordered From
Envirom'nental Data Resources lnc (EDR), a regulatory database and historical resources search firm.
The National Environmental Policy Act of !.969 (NEPA) requires that federal agencies included in their
decision-making processes appropriate and useful consideration of all environmental effects and
actions, analyze potential environmental effects of proposed actions and their alternatives for public
understanding and scrutiny, avoid or minimize adverse affects of proposed actions, and restore and
enhance environmental quality as much as-possible. The EDR NEPA Check report provides
information which may be used, in conjunction with additional research, to detern-fine whether a site
or action will have significant envirom-nental effect. A review of EDR's NEPA Check report by
ProSource revealed no federally protected natural areas on or immediately adjacent to the site.
addition, the EDR report identified no threatened or endangered species, fish and wildlife; or critical
habitats on or immediately adjacent to the site.

· ProSource Technologies, [nc.
