Councilmember Kurak introduced the following resolution and moved for its adoption: RESOLUTION #02-02-042 RESOLUTION GRANTING FINAL PLAT APPROVAL OF MCDONALD SECOND ADDITION WHEREAS, Robert H. and Barbara A. McDonald and William P. and Jeannette M. Makowsky, hereafter referred to as "Developers", have properly applied for plat approval on the following described property located in the City of Ramsey: Lots 1 and 2, McDonald Addition, Anoka County, Minnesota. Or upon recording: Lots 1, 2, 3 and 4, Block 1, McDonald Second Addition, Anoka County, Minnesota. (the "Subject Property"); AND WHEREAS, on August 13, 2001, the City received application and sketch plan from, Robert H. and Barbara A. McDonald and William P. and Jeannette M. Makowsky for McDonald Second Addition; and WHEREAS, the Ramsey Planning Commission met on September 10, 2001, and approved the sketch plan of McDonald Second Addition and directed the Developer to proceed to the final plat stage; and WHEREAS, the City received the proposed final plat for approval on September 14, 2001; and WHEREAS, the DEVELOPERS waived the 60-day decision rule to provide the City with the opportunity to review its unwritten policy to require encumbering wetlands with drainage and utility easements; and WHEREAS, on January 22, 2002, the Ramsey City Council adopted a policy that allows for exemptions to the wetland encumbrance requirement on new lots created that are in excess of 10 acres in size. NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF RAMSEY, ANOKA COUNTY, STATE OF MINNESOTA, as follows: l) That the Ramsey City Council hereby grants final plat approval to McDonald Second Addition in accordance with relevant City Codes and contingent upon Developer entering into a development agreement with the City and compliance with City Staff review letter dated September 20, 2001, revised February 8, 2002.
