WHEREAS, on June 26, 2001, the City Council rezoned the Subject Property from R-1 <br />Rural Residential to R-1 Urban Residential; and <br /> <br /> WHEREAS, on July 12, 2001, the Planning Commission conducted a public hearing, <br />tabled any action on the request for preliminary plat approval, and directed the Developer to meet <br />with City Staff to search for alternate street alignments that reduce the traffic impacts on adjacent <br />neighborhoods; and <br /> <br /> WHEREAS, on August 7, 2001, City Staff presented four (4) street alignment options <br />(A, B, C, and D) to the Planning Commission for review and the Planning Commission <br />recommended that Option B be presented to the City Council for approval; and <br /> <br /> WHEREAS, on August 28, 2001, Option B was presented to the City Council for <br />approval and the City Council requested that City Staff schedule an additional public hearing in <br />front of the City Council; and <br /> <br /> WHEREAS, on September 11, 2001, the City Council conducted a preliminary plat <br />public hearing for Centex Homes and granted preliminary plat approval; and <br /> <br />NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF <br />RAMSEY, ANOKA COUNTY, STATE OF MINNESOTA, as follows: <br /> <br />1) <br /> <br />That the Ramsey City Council hereby grants final plat approval to Highlands at River <br />Park contingent upon compliance with City Staff Review Letter dated February 21, 2002, <br />Hakanson Anderson Associates, Inc., Review Letter dated February 29, 2002, and the <br />Developer entering into a Development Agreement with the City. <br /> <br />The motion for the adoption of the foregoing resolution was duly seconded by Councilmember <br />Anderson and upon vote being taken thereon, the following voted in favor thereof: <br /> <br />Mayor Gamec <br />Councilmember Kurak <br />Councilmember Anderson <br /> <br />and the following voted against the same: <br /> <br />Councilmember Hendriksen <br />Councilmember Zimmerman <br /> <br />and the following abstained: <br /> <br />None <br /> <br />RESOLUTION #02-02-054 <br /> Page 2 of 3 <br /> <br /> <br />
