WHEREAS, on June 26, 2001, the City Council rezoned the Subject Property from R-1 Rural Residential to R-1 Urban Residential; and WHEREAS, on July 12, 2001, the Planning Commission conducted a public hearing, tabled any action on the request for preliminary plat approval, and directed the Developer to meet with City Staff to search for alternate street alignments that reduce the traffic impacts on adjacent neighborhoods; and WHEREAS, on August 7, 2001, City Staff presented four (4) street alignment options (A, B, C, and D) to the Planning Commission for review and the Planning Commission recommended that Option B be presented to the City Council for approval; and WHEREAS, on August 28, 2001, Option B was presented to the City Council for approval and the City Council requested that City Staff schedule an additional public hearing in front of the City Council; and WHEREAS, on September 11, 2001, the City Council conducted a preliminary plat public hearing for Centex Homes and granted preliminary plat approval; and NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF RAMSEY, ANOKA COUNTY, STATE OF MINNESOTA, as follows: 1) That the Ramsey City Council hereby grants final plat approval to Highlands at River Park contingent upon compliance with City Staff Review Letter dated February 21, 2002, Hakanson Anderson Associates, Inc., Review Letter dated February 29, 2002, and the Developer entering into a Development Agreement with the City. The motion for the adoption of the foregoing resolution was duly seconded by Councilmember Anderson and upon vote being taken thereon, the following voted in favor thereof: Mayor Gamec Councilmember Kurak Councilmember Anderson and the following voted against the same: Councilmember Hendriksen Councilmember Zimmerman and the following abstained: None RESOLUTION #02-02-054 Page 2 of 3
