7. That the applicant is requesting a 25 foot setback when a sidewalk is required and a 10 foot <br /> setback when a sidewalk is not required to bring about a visible consistency. <br /> <br />8. That the special conditions causing the undue hardship do result from the actions of the <br /> Applicant. <br /> <br />9.
