Councilmember Zimmerman introduced the following resolution and moved for its adoption: <br /> <br />RESOLUTION #02-05-128 <br /> <br />A RESOLUTION ADOPTING FINDINGS OF FACT #0613 RELATING TO A <br />REQUEST TO REZONE CERTAIN PROPERTY FROM R-1R SINGLE FAMILY <br />RURAL TO R-1U SINGLE FAMILY URBAN RESIDENTIAL. <br /> <br /> WHEREAS, on April 10, 2002, the City of Ramsey (the "City') received an application <br />from Kelsey Gustafson to rezone the following legally described property from R-1R Single <br />Family Rural to R-1U Single Family Urban in accordance with Section 9.03.03 (Zoning <br />Amendments) of the Ramsey City Code: <br /> <br />Lot 3, Block 1 of Wildlife Sanctuary Addition of the recorded plat thereof, <br />Anoka County, Minnesota and parts of Lot 2 of said Block 1. <br /> <br />(Subject Property) <br /> <br />NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF <br />RAMSEY, ANOKA COUNTY, STATE OF MINNESOTA, as follows: <br /> <br />That the Planning Commission conducted a public hearing pursuant to Section 9.03.03 of <br />City Code on May 2, 2002, and said public hearing was properly advertised, and the <br />minutes of said public hearing are hereby incorporated by reference. <br /> <br />2. That the total area of the Subject Property to be rezoned is approximately 7.50 acres. <br /> <br />o <br /> <br />That the proposed rezoning is located within the Metropolitan Urban Service Area <br />(MUSA). <br /> <br />4. That the Subject Property is currently zoned R-1R, Single Family Rural. <br /> <br />o <br /> <br />That the 2001 Comprehensive Plan identifies the Subject Property for low-density <br />residential development and low density development has been established at 3 units per <br />acre. <br /> <br />o <br /> <br />That the Applicant has submitted a development plan proposing to develop the property <br />into 13 single family urban homes for a density of 2.8 units per acre. <br /> <br />That the proposed zoning amendment will not substantially adversely impair the use or <br />market value of any surrotmding property. <br /> <br /> <br />
