Councilmember Zimmerman introduced the following resolution and moved for its adoption: <br /> <br />RESOLUTION #02-06-151A <br /> <br />A RESOLUTION DENYING AN AMENDMENT TO THE COMPREHENSIVE PLAN <br /> <br /> WHEREAS, that on November 26, 2001, the City of Ramsey received a written request <br />for an amendment to the Comprehensive Plan from Thomas Kurak (the Applicant) for the <br />purpose of amending the land use designation of the property shown on Attachment A (the <br />Subject Property); and <br /> <br /> WHEREAS, on January 14, 2002, the City notified the Applicant in writing that it was <br />extending the time permitted to act, pursuant to Minn. Statute 15.99, for an additional 60 days, <br />thereby extending the City's last date to act on the application to March 26, 2002; and <br /> <br /> WHEREAS, the 2001 Comprehensive Plan shows the Subject Properties' designated <br />land use as Low Density Urban Residential; and <br /> <br /> WHEREAS, the Applicant is requesting that the 300 feet around the perimeter of the <br />Subject Property remain as Low Density Urban Residential with the remaining portion of the <br />Subject Property be designated as Medium Density Urban Residential; and <br /> <br /> WHEREAS, the Ramsey Planning Commission and City Council conducted a public <br />hearing on January 24, 2002 in order to take testimony regarding the proposed land use change; <br />and <br /> <br /> WHEREAS, the Ramsey Planning Commission met on February 7, 2002 and <br />recommended that the land use designation for the Subject Properties remain as Low Density <br />Urban Residential. <br /> <br /> WHEREAS, the existing neighborhoods adjacent to the Subject Property are comprised <br />of low density urban single-family residential lots; and <br /> <br /> WHEREAS, at the public hearing, property owners adjacent to the Subject Property <br />expressed concern about additional traffic created by medium density residential designation, <br />creating additional students for already crowded public schools, and that residents in the adjacent <br />neighborhoods purchased their homes with the general understanding that the subject property <br />would be developed with low density residential; and <br /> <br /> WHEREAS, the City approved a Comprehensive Plan on December 18, 2001 that <br />designated the Subject Property as being iow density urban residential and that was a <br />culmination of five years of dialogue between the community and City Council; and <br /> <br /> WHEREAS, at the public hearing held on this Comprehensive Plan amendment request <br />on January 24, 2002, no facts or other information was presented which would give a reasonable <br /> <br /> <br />
