At the time the mining operation and site restoration are completed to the satisfaction of <br />the City, the balance of the escrow shall be returned to the Permit Holder. <br /> <br />19. <br /> <br />All grading operations shall be conducted between 7:00 a.m. and 8 p.m. on weekdays <br />only unless otherwise specifically approved by the City Administrator and/or his <br />designee. <br /> <br />20. <br /> <br />The amount of dust or other particulate matter caused by the mining operation shall not <br />exceed the standards established by the Minnesota Pollution Control Agency. No <br />operation shall be allowed when wind gust exceeds 30 miles per hour. <br /> <br />21. <br /> <br />All operations shall comply with all applicable Minnesota Pollution Control Agency <br />regulations and Federal and Environmental Protection Agency regulations for the <br />protection of water quality.
