Councilmember Anderson introduced the following resolution and moved for its adoption: <br /> <br />RESOLUTION #02-08-196 <br /> <br />RESOLUTION SUMMARIZING THE CITY COUNCIL'S PERFORMANCE <br />EVALUATION OF CITY ADMINISTRATOR, JAMES E. NORMAN <br /> <br /> WHEREAS, the City Administrator, James E. Norman, is a City employee who is <br />subject to the City Council's authority; and <br /> <br /> WHEREAS, the City Council is obligated to conduct annual performance evaluations of <br />this employee; and <br /> <br /> WHEREAS, on August 13, 2002 the City Council did conduct a closed meeting at which <br />time it did under take a performance evaluation of Mr. Norman from the period of May, 2001 <br />through August 13, 2002; and <br /> <br /> WHEREAS, prior to the closed meeting and as a part of its regular City Council meeting <br />on August 13, 2002, the City Council announced the closed meeting, identified Mr. Norman as <br />the individual to be evaluated and stated the reason for the closed meeting; and <br /> <br /> WHEREAS, pursuant to Minn. Stat. §13D.05, Subd. 3, the City Council may close a <br />meeting to evaluate the performance of an individual who is subject to its authority; and <br /> <br /> WHEREAS, Mr. Norman did not request that the meting to discuss his performance <br />evaluation be open; and <br /> <br /> WHEREAS, said Minn. Stat. §13D.05 requires that the City Council, at an open meeting <br />after the closed meeting, summarize its conclusions regarding the performance evaluation. <br /> <br />NOW THEREFORE, BE IT RESOLVED BY THE RAMSEY CITY COUNCIL as follows: <br /> <br />That the following is the summary of the performance evaluations of the City <br />Administrator, James E. Norman, held on August 13, 2002 for the period from <br />May, 2001 thi'ough August 13, 2002: The City Administrator, James E. Norman, <br />meets expectations in the majority of the areas evaluated, exceeds expectations in <br />some areas evaluated, and needs improvement in other areas evaluated. <br /> <br />The motion for the adoption of the foregoing resolution was duly seconded by Councilmember <br />Kurak, and upon vote being taken thereon, the following in favor thereof: <br /> <br />Mayor Gamec <br />Councilmember Anderson <br />Councilmember Kurak <br /> <br /> <br />
