Board Member Johnson introduced the following resolution and moved for its adoption: <br /> <br />RESOLUTION #02-08-197 <br /> <br />A RESOLUTION ADOPTING FINDINGS OF FACT #0625 RELATING TO A <br />REQUEST FROM THE OWNER OF 7021 153~ AVENUE N.W. FOR A VARIANCE <br />FROM THE MAXIMUM DENSITY AND MINIMUM LOT SIZE REQUIREMENTS IN <br />THE R-1 RESIDENTIAL (CENTRAL RURAL RESERVE) DISTRICT. <br /> <br /> WHEREAS, Michael Schelkopf referred to as "Applicant", has properly applied for a <br />Board of Adjustment variance to the density and minimum lot size requirements in the R-1 <br />Residential (Central Rural Reserve) District on the property generally known as 7021 153~d <br />Avenue N.W. and legally described as follows: <br /> <br />.South Half of South Half of South Half of Southwest Quarter of Northwest Quarter of <br />Section 22, Township 32, Range 25, Anoka County, Minnesota. <br /> <br />(the "Subj ect Property") <br /> <br /> · NOW THEREFORE, BE IT RESOLVED BY THE BOARD OF ADJUSTMENT <br />OF THE CITY OF RAMSEY, ANOKA COUNTY, STATE OF MINNESOTA, as follows: <br /> <br />That the Applicant appeared before the Board of Adjustment for a public hearing pursuant to <br />Section 9.03.05 of the Ramsey City Code on August 1, 2002, and that said public hearing <br />was properly advertised and that the minutes of said public hearing are hereby incorporated <br />as a part of these findings by reference. <br /> <br />2. That the Subject Property is zoned R-1 Residential and is located in the Central Rural <br /> Reserve area on the official Zoning Map. <br /> <br />o <br /> <br />That the 2001 Comprehensive Plan states that the City will work to identify the potential of <br />the Central Rural Reserve Area for urban services after the year 2020; in the interim the <br />existing 4 units in 40 acres density restriction will be retained in this Area. <br /> <br />4. That the Subject Property is 4.7 acres in size. <br /> <br />o <br /> <br />That Section 9.20.11, Subd. 4, of the City Code establishes a minimum lot size of 10 acres <br />and a maximum density of 4 units in 40 acres (or 1 unit per 10 acres) for R-1 Residential <br />property in the Central Rural Reserve area. <br /> <br />That Applicant has stated an intention to subdivide the Subject Property and is requesting a <br />variance to create a new lot that will be 2.1 acres in size; the existing homestead would be 2.6 <br />acres in size; the net density would be 2 units in 4.7 acres. <br /> <br />That the Applicant has some health issues and desires to construct a one-level retirement <br />home on the new lot that would be created. <br /> <br />8. That the parcels surrounding the Subject Property are also subject to the 4 in 40 density and <br /> 10 acre minimum lot size requirements. <br /> <br /> <br />
