EXHIBIT A <br /> <br /> SECOND AMENDMENT TO THE <br /> JOINT AND COOPERATIVE AGREEMENT <br />LOCAL GOVERNMENT INFORMATION SYSTEMS, <br />Originally Dated May 1, 1972, <br />As amended By Amendment No. 1, Adopted May 3, 1993 <br /> <br /> Section 1. Article I, General Purpose, of the Joint and Cooperative Agreement, Local <br />Government Information Systems, as amended, (Agreement) is amended to read as follows: <br /> <br />I. GENERAL PURPOSE <br /> <br /> The general purpose of this agreement is to provide for an organization through which the <br />parties may jointly and cooperatively provide for ~ the establishment, operation and <br />maintenance of data processing facilities and management information systems for the use and <br />benefit of the parties and others and (ii) group health, life, accident, and other insurance and <br />personnel benefits for the officers and employees of the parties and the organization. <br /> <br /> Sec. 2. The terms of this amendment are effective as of April 1, 2002. This amendment <br />is effective on the date of its execution and delivery by all of the members of the organization in <br />accordance with the Agreement. <br /> <br /> <br />
