WHEREAS, on July 9, 2002, the City of Ramsey received an application preliminary
<br />plat from the Developer, for a proposed plat called Villas of Meadow Point; and
<br />
<br /> WHEREAS, on August 29, 2002, the Ramsey Planning Commission held a public
<br />hearing and considered the preliminary plat of Villas of Meadow Point; and
<br />
<br /> WHEREAS, on August 29, 2002, the Ramsey Planning Commission tabled
<br />consideration of the preliminary plat of Villas of Meadow Point to the September 5, 2002
<br />Planning Commission meeting to allow for the Developer to address concerns raised at the
<br />public hearing; and
<br />
<br /> WHEREAS, on September 5, 2002, the Planning Commission reviewed the preliminary
<br />plat of Villas of Meadow Point and the revisions to the plat based on the comments at the public
<br />hearing held on August 29, 2002 and recommended approval of the preliminary plat dated July 9,
<br />2002 revised July 26, 2002, and revised August 15 and 29, 2002, revised September 5, 2002 and
<br />drainage, grading, utility, and tree protection plans dated July 9, 2002, Revised August 28, 2002,
<br />Revised September 5, 2002, Revised September 17, 2002 subject to certain conditions; and
<br />
<br /> WHEREAS, on September 24, 2002, the City Council reviewed the preliminary plat for
<br />Villas of Meadow Point and tabled action on the preliminary plat until the October 8, 2002
<br />meeting in order to receive more information regarding the plat; and
<br />
<br /> WHEREAS, on October 8, 2002, the City Council reviewed the preliminary plat of
<br />Villas of Meadow Point and table action on the preliminary plat until the October 22, 2002
<br />meeting in order to received more information regarding the plat; and
<br />
<br /> WHEREAS, on October 11, 2002 the City received correspondence from the State of
<br />Minnesota Environmental Quality Board (the "EQB") stating that it had received a citizen
<br />petition requesting that an Environmental Assessment Worksheet (the "EAW") be completed for
<br />the Development; and
<br />
<br /> WHEREAS, on October 22, 2002m the City Council reviewed the Citizen Petition and
<br />made a determination that no EAW is needed in relation to the Villas of Meadow Point
<br />subdivision.
<br />
<br />NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
<br />RAMSEY, ANOKA COUNTY, STATE OF MINNESOTA, as follows:
<br />
<br />That the Ramsey City Council hereby grants preliminary plat approval to Allstate Development,
<br />L.L.C. for the Villas of Meadow Point subdivision subject to the following conditions:
<br />
<br />1. The applicant complying with City Staff Review Letter dated August 20, 2002, Revised
<br /> September 20, 2002, Revised October 4, 2002, Revised October 18, 2002.
<br />

<br />The applicant receiving site plan approval of the two-unit townhomes.
