Coun¢ilmember Anderson introduced the following resolution and moved for its adoption: <br /> <br />RESOLUTION #02-10-279 <br /> <br />RESOLUTION AUTHORIZING THE APPOINTMENT OF JAMES F. WAY TO THE <br />POSITION OF INTERIM POLICE CHIEF <br /> <br /> WHEREAS, City Council accepted the resignation of Police Chief David Gustafson on <br />October 22, 2002, to be effective November 4, 2002; and <br /> <br />WHEREAS, a vacancy was thereby created in the Police Department; and <br /> <br /> WHEREAS, Sergeant James F. Way has served in the Ramsey Police Department for 17 <br />years and has provided outstanding leadership throughout his career; and <br /> <br /> WHEREAS, Sergeant James F. Way attended and graduated from the NBI Nation <br />Academy in 2000 where he received training in the area of budget forecasting, legal issues, <br />communications, forensic science, and personnel, and <br /> <br /> WHEREAS, James F. Way has served as First Sergeant for the Ramsey Police <br />Department since January 1, 2001; and <br /> <br /> WHEREAS, Sergeant James F. Way has been interviewed by the City Administrator and <br />is recommended to the City Council to be appointed to the position of Interim Police Chief. <br /> <br />NOW THEREFORE BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF <br />RAMSEY, ANOKA COUNTY, STATE OF MINNESOTA, as follows: <br /> <br />1) <br /> <br />2) <br /> <br />That the City Council appointed Police Sergeant James F.
