<br />There are two types of factors considered in the DNR standards for lake classification: criteria <br />describing the size and depth of the lake and that describing the development surrounding the <br />lake. While Rogers Lake more closely fits the size and depth criteria of the Natural Environment <br />classification, it does not fit the development density criteria-less than 3 dwellings per mile of <br />shoreline. It does fit the Recreational Development density criteria of between 3 and 25 <br />dwellings per mile of shoreline with about 13 dwellings in about 1.3 miles of shoreline. Since <br />there is a discrepancy between the two criteria, and since the lake shore has already been <br />developed, we believe that the development density criteria should be given more weight than the <br />size and depth criteria. ; <br /> <br />For undeveloped lakes, the size and depth criteria would naturally be the ruling factor but on <br />developed lakes it seems that the development criteria should be given stronger consideration in <br />order that the classification should reflect the reality of the development on the lake shore and to <br />avoid unnecessarily burdening the property owners with the cost, delay, and inconvenience of <br />getting a variance every time they want to make even a minor change to their property, such as <br />adding a deck. <br /> <br />There is also precedent in Ramsey for classifying Rogers Lake as a Recreational Development <br />lake. For example, Grass (Sunfish) Lake is smaller than Rogers Lake and has far fewer dwellings <br />and is classified as Recreational Development. <br /> <br />We are asking that you carefully consider the above factors and work with the DNR to maintain <br />the Recreational Development classification of Rogers Lake. <br /> <br />1 tI,/ J L:lr'c.. lo,,~ ~'d 12'1 :J /). .
