■ <br />• <br />1 <br />Councilmember Zimmerman introduced the following resolution and moved for its adoption: <br />RESOLUTION #01 -03 -164 <br />RESOLUTION SUPPORTING COMMUNITY FOREST ECOSYSTEM HEALTH <br />PROGRAM THROUGH PASSAGE OF SF862 AND HF 1031 <br />WHEREAS, MN ReLeaf has provided matching funds since 1991 to local units of <br />government, school and non - profit organizations to manage, enhance, plant and protect trees, <br />community forests, and natural bio- diversity, and <br />WHEREAS, the City of Ramsey is one of 200 communities and counties in Minnesota <br />having completed 361 tree planting forest health and tree inventory projects, and <br />WHEREAS, the City of Ramsey has received MN ReLeaf grants since 1994 and has <br />used MN ReLeaf grant funds to update our tree inventory and provide matching funds for <br />homeowner participation in oak wilt control, and <br />WHEREAS, residents of Ramsey have planted thousands of seedlings provided by the <br />DNR that have been distributed and planted to reduce energy costs, increase wildlife habitat and <br />enhance property values and all residents indirectly benefit through increased canopy cover in <br />the community forest, and <br />WHEREAS, The Legislative Commission on Minnesota Resources (LCMR) did not <br />continue to recommend funding for MN ReLeaf this biennium and only a small portion is <br />budgeted from the general fund. <br />NOW THEREFORE, BE IT RESOLVED THE CITY COUNCIL OF THE CITY OF <br />RAMSEY, ANOKA COUNTY, STATE OF MINNESOTA as follows: <br />1) The City Council of the City of Ramsey strongly supports funding a Community Forest <br />Ecosystem Health program that will provide similar programs as MN ReLeaf through <br />passage of SF 862 and HF 1031. <br />The motion for adoption of the foregoing resolution was duly seconded by Councilmember <br />Hendriksen, and upon vote being taken thereon, the following voted in favor thereof: <br />Mayor Gamec <br />Councilmember Zimmerman <br />Councilmember Hendriksen <br />Councilmember Anderson <br />Councilmember Kurak <br />and the following voted against the same: <br />None <br />
