Councilmember Elvig inquired if the Council can come to a consensus at the work session that <br />the ordinance is consistent with the comprehensive plan, and suggested it go back before the <br />Planning Commission with that direction. He would prefer not to see this discussion included <br />with the discussion on the comprehensive:plan amendment if the consensus of the Council is that <br />it is consistent. <br /> <br />Mayor Gamec directed staff to bring the information before the Council to vote on whether the <br />ordinance should go back before the Planning Commission with direction from the Council to <br />proceed, or whether the ordinance should be voted on at the Council level. There should also be <br />information brought before the Council on an amendment to the 4 in 40 in the comprehensive <br />plan. He requested it be on the agenda of the second Council meeting in January, and that staff <br />set up a tour or developments prior to this being on the agenda. <br /> <br />City Administrator Norman indicated there is an agenda item on the next Council work session <br />with an update on the 4 in 40 comprehensive plan amendment process. There will be a public <br />hearing held in January. <br /> <br />Mr. Bauer stated it seems clear that the consensus of the Council is that this ordinance does not <br />violate the comprehensive plan. He and Mr. Van Scoy have discussed this and are willing to <br />table that argument when it comes back to the Commission if there is a rationale for the <br />Commissioners that voted against the ordinance on that basis. This would allow the Commission <br />to look at some of the other issues in terms of the actual implementation of the ordinance. <br /> <br />4) Municipal Center Financing <br /> <br />Paul Donna of Northland Securities reviewed the following financing options for the acquisition, <br />construction and equipping of a new City Municipal Center facility: <br /> <br />General Obligation Bonds <br />Lease Purchase Revenue Bonds <br />General Obligation Capital Improvemem Plan Bonds (NEW) <br /> <br />Mr. Donna advised as soon as the Council is comfortable with the numbers on the project for the <br />Municipal Center it would be beneficial to move into the market, due to the trends in the market <br />lately. <br /> <br />City Administrator Norman indicated the bidding for the Municipal Center is not scheduled until <br />spring, but rates will likely go up before that. The Council may want to give staff direction to <br />bring this back in January or February. <br /> <br />Councilmember Elvig noted the Council still needs to have a debate regarding the old site versus <br />the new site. <br /> <br />Mayor Gamec noted based on the discussion, the general feeling seems to be to proceed with the <br />general revenue bonds. <br /> <br />City Council Work Session/November 30, 2004 <br /> Page 7 of 10 <br /> <br /> <br />
