City of Ramsey Municipal Center <br />"The Facts" <br />November 10, 2004 <br /> <br />Advantages of a New Municipal Center: <br /> <br />,/ A new building will provide efficiencies for; public meetings, public interaction with <br /> staff, teaming within and between departments. <br />,/ A renovation and addition project at the existing buildings will hinder the efficiencies' of <br /> design due to the constraints of the existing structure. <br />,/ The project costs for a new building are $239per square foot. The project costs for <br /> renovations and additions to the existing buildings are $240per square foot with several <br /> unlo~own conditions that could increase the cost. <br />,/ An energy efficieJzt new building will reduce operating costs. <br /> A presence in the Ramsey Town Center. <br />,/ Sale of the existing city hall and police site. <br />,/ Land was included in the Ramsey Town Center development agreement for a government <br /> building. <br />,/ New building would require one relocation with minimal disruption in services to the <br /> public. <br />,/ New building will allow for future growth with accommodations in the design for future <br /> second and third floors additions. <br /> <br />Current Disadvantages of Existing City, Hall and Police Station <br /> <br />Both buildings are not ADA compliant <br />No additional space available within City Hall for staffing growth <br />Police Department is near capacity <br />Lack of conference rooms <br />Current HVAC system will require replacement with 2 to 3 years <br />Ventilation problems in the basement office areas <br />Water issues in basement archive rooms for city hall <br />No formal council chambers, all regular meetings of council and commissions are held in <br />the training room of the fire station <br />Lack of secured parking for police equipment and vehicles <br />No Emergency Operations Center (EOC) <br />City Hall is served by a private well with poor water quality <br />Phone and data lines that connect police and city hall facilities will need to be replaced <br />within 2 to 3 years due to moisture problems in the conduit. City experiences continual <br />loss of phone lines between the two facilities. <br />A renovation / addition to the existing project will include staging of the construction and <br />potential interruption to services. The construction process will be longer due to the <br />various phasing of working in and around an occupied space. Staffwill need to relocate <br />twice at a minimum during the addition and renovation process. <br /> <br />It is the recommendation of 3Dfl and BKV Group to proceed with the design of the new <br />ntunicipai center located bt the Ramsey Town Center based on the above stated advantages and <br />studies. <br /> <br />Page 3 of 4 <br /> <br /> <br />
