CC Work Session <br />Meeting Date: 03/27/2018 <br />Information <br />Title: <br />Street Maintenance Project Review <br />Purpose/Background: <br />2.1. <br />The City implemented its current long-term street Maintenance Program in 2015. This program is funded annually <br />by budgeting $500,000 for crackseal and sealcoat improvements, and by bonding for street overlay and <br />reconstruction improvements though the City's adopted 5 -year Street Reconstruction and Overlay Plan. Up to 250/( <br />of the bond proceeds are paid back by levying special assessments against properties benefiting from the overlay <br />and reconstruction improvements as allowed by State Statute Chapter 429, Chapter 8 of the City's Charter, and the <br />City's adopted Special Assessments Policy. From 2015 through 2017, approximately 51 miles of City Streets <br />received improvements including 42.9 miles of crackseal and sealcoat improvements, 3.8 miles of overlay <br />improvements, and 4.3 miles of street reconstruction improvements. Attached to this case is a summary of the <br />street segments improved from 2015 through 2017, including project cost and assessment information. <br />One of the City's consultant engineering firms, WSB, has worked with other local communities to implement long <br />term street funding via franchise fees. Mr. Bret Weiss of WSB has been invited to the work session to discuss the <br />experience of the firm in other cities in implementing a fee, and the value of have such a funding source available <br />for municipal projects. <br />Timeframe: <br />Funding Source: <br />Responsible Party(ies): <br />City Engineer Bruce Westby <br />Outcome: <br />No action necessary.
