WHEREAS, pursuant to Ramsey City Council resolution #17-11-284, adopted <br />November 14, 2017, the updated Feasibility Report was approved following a Public Hearing <br />and the City Engineer was designated as the engineer for this improvement and was ordered to <br />prepare plans and specifications for the making of such improvements; and <br />WHEREAS, pursuant to Ramsey City Council Resolution #18-034, adopted February <br />12, 2018, the City Council accepted final plans and specifications and authorized advertisements <br />for bids for said improvements; and <br />WHEREAS, bids were advertised in the Anoka Union Herald and in Finance and <br />Commerce on February 16 and 23, 2018; and <br />WHEREAS, bids were received, opened, and tabulated on March 15, 2018, and the <br />following bids were found to comply with the advertisement for bids; and <br />CONTRACTOR <br />TOTAL BID <br />North Valley, Inc. <br />$191,474.48 <br />Omann Contracting Companies, Inc. <br />$199,270.62 <br />Asphalt Surface Technologies, Corp. <br />$204,037.17 <br />Park Construction Company <br />$204,713.69 <br />GMH Asphalt, Corp. <br />$214,468.83 <br />Hardrives, Inc. <br />$215,011.00 <br />Douglas -Kerr Underground, LLC <br />$222,381.82 <br />Midwest Asphalt Services <br />$223,635.60 <br />Northwest Asphalt <br />$227,857.71 <br />Engineer 's Estimate <br />$237, 649.00 <br />WHEREAS, the bid of North Valley, Inc. of Nowthen, Minnesota, in the amount of <br />$191,474.48 for the total bid for construction of said improvements in accordance with the <br />approved plans and specifications and advertisement for bids, is the lowest responsible bidder <br />and their bid shall be and hereby is accepted; and <br />WHEREAS, benefiting properties are proposed to be assessed for all or a portion of the <br />cost of the improvements, pursuant to Minnesota Statutes Chapter 429, Chapter 8 of the City <br />Charter, and the City of Ramsey's adopted Special Assessments Policy. <br />NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF <br />RAMSEY, ANOKA COUNTY, STATE OF MINNESOTA, as follows: <br />1) The Mayor and City Administrator are hereby authorized and directed to enter into a <br />contract with said bidder for the construction of said improvements for and on behalf of <br />the City of Ramsey. <br />2) The City Administrator is hereby authorized and directed to return forthwith to all <br />bidders the deposits made with their bids at such time that a contract has been executed. <br />Resolution #18-058 <br />Page 2 of 3 <br />
