c) The addition of new plantings on the rear of Lots 2 and 3 to supplement the existing tree <br /> cover. <br /> <br />The applicant has provided the City a copy of a revised landscaping plan reflecting the above <br />changes. The Planning Commission recommended approval of the preliminary plat contingent <br />on compliance with City Staff Review Letter dated November 1, 2002, and the developer <br />working with staff to come up with an appropriate supplement to the Tree Preservation and <br />Density Transition Plan. <br /> <br />Councilmember Zimmerman inquired if any of the neighboring residents to the west were <br />dissatisfied with the proposed transitioning. <br /> <br />Principal Planner Trudgeon replied that staff has not been contacted by any of the property <br />owners and they were not present at the public heating. He noted that the property owners were <br />notified of the public hearing. <br /> <br />· Councilmember Kurak inquired as to what they were looking at as far as tree buffeting that <br /> would be added to the existing vegetation. <br /> <br />Principal Planner Trudgeon reviewed the existing vegetation. <br /> <br />Rick Packer, Arcon Development, explained that they are proposing an understory shrub that <br />will grow 12 to 15 feet in height and will grow well in shade. <br /> <br />Councilmember Kurak inquired if buffeting being proposed by the developer works with what <br />the Environmental Policy Task Force is working on. <br /> <br />Sarah Strommen, 14546 Krypton Street, Ramsey, stated that she currently serves on the <br />Environmental Task Force and she thinks what is being proposed is a fairly good solution. She <br />explained that the idea of planting understory shrubs to compliment what is there currently is <br />what they are trying to accomplish. <br /> <br />Councilmember Hendriksen stated that some people like trees and others don't and if they are <br />relying on existing screening to provide a buffer, then they need to protect the vegetation from <br />being removed by the property owners in the new development. <br /> <br />Mayor Gamec stated that he did not think they could. <br /> <br />Councilmember Hendriksen replied that the City is saying that when there is different densities, <br />the developer has to buffer that with screening, but the screening is placed on the new <br />development and could be removed by the new property owner. <br /> <br />City Council/November 26, 2002 <br /> Page 10 of 23 <br /> <br /> <br />
