City Engineer Jankowski replied that the policy in the past has been that water lines up to eight <br />inches the developer would be responsible for within his subdivision and the upsizing and <br />looping would be paid for by the City trunk fund. <br /> <br />Councilmember Kurak inquired if those are funds that are paid to the City by developers. <br /> <br />City Engineer Jankowski replied yes. <br /> <br />Councilmember Kurak inquired if it had been determined as to who will pay for what costs. <br /> <br />City Engineer Jankowski replied that that would be addressed in the development agreement. <br /> <br />Councilmember Kurak inquired if it would be possible to construct the temporary road to less <br />standards if they use MSA funds. <br /> <br />City Engineer Jankowski replied that they would have to discuss that with MnDOT. <br /> <br />Mayor Gamec stated that he does not believe that the road alignment will change so he felt that <br />the road should be constructed to MSA standards. <br /> <br />Councilmember Hendriksen stated that they need to make sure the road is constructed in the <br />proper location. <br /> <br />Mayor Gamec recommended that staff discuss with the County the alignment of the road and <br />then approve the preliminary plat contingent upon that issue being resolved with the County. <br /> <br />City Engineer Jankowski agreed that the County has to be part of the solution. <br /> <br />Councilmember Kurak inquired if there was something they could do with the sharp curve of the <br />road. <br /> <br />City Engineer Jankowski replied that they could, but future plans are to extend the road to the <br />west. <br /> <br />Councilmember Hendriksen stated that if there were unanswered questions about one issue they <br />could probably proceed, but there are unresolved issues regarding the lights, dispersal of costs for <br />the water line, policy issue regarding MSA funding of the street, and some aesthetic concerns of <br />the development. He thought it was premature to grantpreliminary plat_ approval. <br /> <br />Motion by Councilmember Hendriksen, seconded by Councilmember Kurak, to table action on <br />Cases 4, 5, and 6 until the next regular City Council meeting. <br /> <br />City Council/November 12, 2002 <br /> Page 16 of 22 <br /> <br /> <br />
