Mayor Gamec replied that the problem is that the City has to plan for the future. MnDOT can
only tell you what the facts are, but it is possible that funding could be made available after the
next election to improve the highway.

Ms. Bissett replied that she was laughed at by MnDOT when she suggested that the project could
be done in five years. The Highway gl0 corridor is not even currentlY on the list of needs.

Mayor Gamec replied that things can change and that the Highway #10 Corridor Committee is
really committing to get the funding for the project.

Ms. Bissett requested that the moratorium only be put in place until January or February so that
they can keep prospective buyers interested in the property.

Mayor Gamec stated that realistically he would hope that they have the answers they need by the
end of March or sooner if possible.

Ms. Bissett inquired if there was a chance to reduce the length of the moratorium.

Mayor Gamec replied that there is always a chance.

Clint Wilson, Chelsea Auto Sales, stated that he lives along Highway gl0 and it is crowded
during rush hour just like every other main highway in the metro area. He stated that the corridor
won't be addressed for at least ten years.

Matt Cougar, ProSporting Goods, stated that the City requires that anything with a motor has to
be on black top and they have been trying to keep everything on the black top, but they have
been growing. He explained that they are looking to pave the area between their property and
Ramsey Bicycle and questioned if they will be able to do that under the moratorium.

Mayor Gamec stated that, his opinion is that if people need to do improvements to their existing
business he would not have a problem with that.

Mr. Cougar noted that his boat storage area is not for boat owners, but for new boats being
prepped for sale.

Ed Hamilton, 6615 Highway gl 0, Ramsey, stated that he has been living along Highway gl0 for
48 years and they do need to do something with the highway, but why did they receive a notice
about the moratorium the day before the meeting.

Laura Hamilton, 6615 Highway gl0, Ramsey, stated that they have had the "for sale" sign on
their home almost the entire time they have been in the house and they have never received a
decent offer. The family kept the land for 66 years for their family and when taxes get too high,
they had to sell off a portion of the land only to -end up with an asphalt company behind them.

City Council/October 22, 2002
